The key is not to overthink it, you want to start with something basic even if it's just 2 -3 notes and then build on it.
For example, take a common chord progression such as "1, 6, 5" then draw in the notes. From here, you can build chords using the root notes you just added and test different inversions / note positions.
With the counter melody, keep it really simple and don't make big jumps between the notes. You want to make it simple enough to be catchy and easy for people to remember. Complex melodies are harder for the average listener to understand, so make something that's easy to hum along to.
